Minister: Blatant breaches
Tendering processes at T&TEC....

BLATANT breaches have been unearthed in the tendering processes of a number of projects at the Trinidad and Tobago Electricity Commission (T&TEC), including the street lighting programme, Public Utilities Minister Emmanuel George said yesterday.
The report investigating wrongdoings at T&TEC has been referred to the Attorney General, George said at yesterday’s post-Cabinet media conference at the Office of the Prime Minister in St Clair.
This is the second time that this report is said to have been submitted to an Attorney General.
On September 9 last year, George’s immediate predecessor in the People’s National Movement (PNM) administration, Mustapha Abdul-Hamid, said the report was sent to then Attorney General John Jeremie.
However, George said there was no documentation to prove that this had been done.
’The previous Minister indicated he sent the report to the Attorney General however we have been able to find no correspondence in the Ministry which conveys that,’ George said.
One of the significant breaches discovered during initial investigations is the breaking up of contract values to ’avoid supervisory limitation,’ George said.
’In order to circumvent the need for approval of the overall sum of $2.7 million, six purchase orders were generated on the same day in favour of one firm for the supply of materials,’ he said.
George said that the chairman of T&TEC also performed the role of chairman of the tenders committee, the contracts committee and the audit committee, ’so the natural checks and balances that one would have by having different persons head these different committees was done away with so that you had no oversight on one committee over another’.
He likened the T&TEC situation to that of a smaller version of the Urban Development Corporation of Trinidad and Tobago (UdeCOTT).
’It may not be on the scale of UdeCOTT but there are some questions to be answered regarding the tendering activities and the breach of those tender rules ongoing for some considerable time,’ he said.
George also gave an example of nuts, bolts and washers being bought from a single supplier for $5 million without any ’competitive bidding’.
He said initial investigations suggest that collusion may have taken place between officials at T&TEC and successful contractors.
He said however the Attorney General’s investigation into the report would reveal all the facts. The Attorney General’s report will be submitted in two weeks time, George said.

As expected, the street lighting project would have problems attached. After all wit a guy named [brian] Manning involved and a guy named [Patos] Manning dictating the pace. The word bid rigging [to quote the goodly PNM interim leader] comes to mind, not collusion. But, time is longer than twine the old people say.
