    UNC say Manning was mad to want helicopter for surveillance purposes.
    UNC feel helicopter is better served ferrying VIP (read: PM) around.
    UNC now repackaging Manning idea as a plane is what we really need.

    THE SAGA CONTINUES---Mr Dalsing whose project it apparently was and who had been developing the proposal since Chin Lee was Minister and who was referred to the Ministry by none other than Mr Gibbs himself--since that was the identified medium for the transaction--then Gibbs and Ewartski turn around and make deal with Dirk Barnes---wow---and now Anand tells the country that the Government has no control over what contracts the Police engage--so Gibbs--the foreign used Commissioner--he doh have to comply with any structure?--apparently--and can spend TT taxpayers money as he sees fit--I eh able nah.

    "After a year of research on STOL aircraft, I decided on the ZENITH STOL CH 701. The "SkyJeep," with the heavy gear and tundra tires has proven it can handle any grass strip (or most of the farm fields). It has a Rotax 912 with a 3-blade Warp Drive prop. The 701 was built for personal use but it also serves as a law enforcement search & rescue vehicle. With 70 hours TTSN, the aircraft has certainly met all our expectations. Some additions included: Full Lexan doors to increase visibility, GPS, and an improved cabin heating system. With its slow flight capability the plane is an excellent observation platform."

    Let top cops get on with their jobs

    When you appoint an individual to a particular management position, be it CEO, brigadier, chairman, minister, Commissioner of Police etc it is assumed that said appointee possesses the necessary skills, qualifications, etc to successfully carry out the function expected of them.
    In this "little black speck" (the words of former prime minister George Chambers) in the Caribbean Sea this simple concept seems to have escaped our political representatives and we find them in their state of paranoia attempting to interfere in day-to-day management functions of their skilled managers, and worse, bringing these matters to Parliament where one would hope more important matters would be debated.
    In the case of the acquisition of a spotter plane it was determined by the Commissioner of Police in conjunction with his top officers that a fixed wing light aircraft would be the way to go, subject to trial. The approved police budget allowed for this purchase and the Commissioner had the authority without consultation with his Minister to proceed, which he did. In other words, he is the chief executive and acted like one.
    This simple decision however highlights the folly of (i) the Opposition, who saw it as corruption and proceeded to waste parliamentary time, (ii) the Minister, who should have pointed out that the CoP had the authority to make the decision and (iii) the Prime Minister, who incorrectly asked for an investigation into the matter.
    As a senior executive for many years I know that micro-management by chairmen and boards is mostly uncalled for, demeaning and stupid. If you appoint a top manager lay out his authority and approve his expenditure budget, let him do his job and check the results.
    Finally ignore the many would-be experts on air surveillance as none of them have all the facts and the Opposition with their massive blimp failure should just keep quiet.

    The old saying “people in glass houses should never throw
    stones” applies in particular to Opposition Leader Dr Keith Rowley’s uncalled
    for and puerile attack on the Government for its decision to go the state of
    emergency route. Rowley seems to have conveniently forgotten that crime had its
    real launch when the PNM enhanced the criminal element with lunches for the
    so-called “community leaders” (all now dead by assassination), allowed criminal
    elements to hijack Cepep, and in general to perpetuate criminal activity through
    gangs.

    The PNM Govt appointed a Minister of National Security of no
    use, rejected successful crime experts such as Rudy Giuliani and pandered on an
    ongoing basis to a criminal elements by the non-appointment of an effective
    Commissioner of Police. It further allowed the gangs to gain in strength while
    playing with expensive blimps and using security bodies to spy on opposition
    leaders as opposed to criminals. When the population finally voted the PP into
    office, it inherited an economy ruined by mismanagement, criminal gangs that
    believed they were untouchable and a police force infiltrated by criminal
    elements, all courtesy the PNM. And all that time Rowley was as quiet as a
    mouse.

    slatwater should be careful when she searches for people to quote to echo her point of view--Ian Gianetti is a man with an interesting past. But he mus be after something new seeing as how he marketing his allegiances--buh den again slatwater living foreign so all she know is articles in the papers--not the people

    Not only that--Gianetti seems to suggest that a CEO should be allowed unfettered authority to do as he pleases--which is such a crock--because even in private enterprise their is an accounting to a Board---unless of course slatwer want the Commissioner to run the Police like it is HIS private business--buh den again lately anything is acceptable as long as it comes form where it is coming form.

    leave aside Minister and Mr for the meantime, has just indicated to the public
    that feasibility studies, cost benefit analyses are not for the citizens’
    consideration, indeed it is a business matter and not for public review.


    Minister Browne needs to get into his head that the Ministers
    are employees of the public and the spending of public funds for non-budgeted
    items of this nature needs to be justified and not passed off as ideas of a
    wholly-owned State company. This cannot be done in the case of a private jet as
    there are so many more needs to be satisfied before Mr Manning’s convenience and
    comfort. (His efficiency or lack thereof, will not improve with a private jet.)

    How can a past politician in his 80th year who faces a possible jail
