The nayshun looked on, with hope and excitement, as Jack Warner was made Minister of Works & Transport. The nayshun saw a man known for performance. The nayshun was moved that, for once, we may have progress.

But that hope is fast fading. It lays bleeding. The man charged with fulfilling the dreams of a nayshun, is now being put down. The war has made him a target, and the nayshun will suffer.

Minister of Works, Jack Warner has given engineers on the suspended Programme for Upgrading Road Efficiency (PURE) permission, to either join the private sector, enter the Highways Division of the Ministry of Works, or retire.

Warner told the media yesterday at the site where replacement of aged pipelines began at Mt Lambert, “I could not wait having 76 engineers facing an uncertain future.”

On November 30, Prime Minister Kamla Persad-Bissessar announced an audit of the PURE unit following allegations of irregularities. She said she would await the findings of an auditor’s report before taking any steps. The audit is being conducted under the supervision of Minister of Finance, Winston Dookeran.

The standstill in the PURE unit, Warner said, “is a tragedy of immense proportion, but only time will tell how big a tragedy it has been.”

He has told the engineers to complete the work “they are doing now.” Some 139 projects are to be completed by the end of February, Warner said, “and 351 projects which will be on hold until God knows when.”

In the Highways Division, he said, “things will be done, but it will take a collective lifetime if I must say.”

Auditor general’s report questions $5B of contracts

Programme manager of the Programme for Upgrading Roads Efficiency (PURE) Hayden Phillip has dismissed the Interim Report of the Central Audit Committee as “mischievous” and “baseless”. This follows the auditor general’s findings regarding operations at PURE.

Prime Minister Kamla Persad-Bissessar pulled the brakes on the project more than six weeks ago following claims of irregular practices. The move halted all road paving and repair projects throughout T&T. Sunday Guardian understands in Sections five to nine of the report, the auditor general questioned the following:

• Inequitable geographic distribution of projects
• Inability of PURE to obtain ISO certification
• Award of $5 billion of contracts to entities not prequalified
• Award of $5 billion of contracts without public tender
• Human Resources Management

WORKS and Infrastructure Minister Jack Warner yesterday revealed that he has written to Prime Minister Kamla Persad-Bissessar and Finance Minister Winston Dookeran regarding the systems audit by Dookeran’s ministry of the Programme for Upgrading Road Efficiency (PURE).

“The audit did not make sense and I have written the Prime Minister and the Minister of Finance on this,” Warner said as he spoke to Newsday yesterday at WASA’s head office in St Joseph for the State utility’s second National Secondary Schools Quiz competition

On November 30, Persad-Bissessar announced the audit, following allegations of irregularities. She promised to await the findings of the audit before taking any steps. The unit’s work has been at a standstill since then and some engineers have even left PURE.

Warner said he received a copy of the findings and recommendations as contained in an Interim Report of the Central Audit Committee last week. “I wait to see what next developments there are. In the meantime PURE is at a standstill and so is the country,” Warner said.

Jack Warner has outlived his usefulness. He has no real constituency in the UNC and lost his traction when he resigned from FIFA which removed substantial funding from his grasp. The UNC Internal Elections are around the corner and he will be challenged and loose as UNC Chairman--no longer required. The denial of the PURE Programme is also designed to not allow him access to funding from contractors. JACK DONE-HE JES EH LIE DOWN YET--he has outlived his usefulness---and I am sure that is a lesson well learnt by the Honourable Lady from her mentor Panday.

It makes no sense to support Jack when Jack could be gone tomorrow. I look for the benefit to the nayshun.

The crippling of the ministry of works is not in the nayshuns best interest. The dagger Kamla is carrying is striking at the people, not Jack.

What nonsense you talking again, the man was giving 5 billion, imagine that 5 billion for roads more than any other minister, he also went back and asked for more which he got and now he is claiming all the money done? Done??? 5 billion for small roads and another 7 billion for a H/way to heaven and not one of them can account for any dam thing.

Where is the brilliance in keeping a line minister, but cutting his funding on rumors of irregularities? Who gains when the ministry is unable to fulfill its mandate?

Why is Kamla not being stoned over this issue? Do we enjoy swirving from potholes, navigating around landslips and changing tires when the inevitable occurs?

If Kamla holds a grudge, let her remove Jack. It is unacceptable to suffer the people for political motives.

Maccs and Snow, I presume you all have heard about PARTISAN politics right? That is what is being played out in the PP Gov't, except is based on race.

The divide really begun when Kamla made Devant Maharaj a Minister and to add insult to injury, Devant was made a Minister at Jack's expense. From Ashworth Jack to Gypsy, is in support of Jack for the tireless work he did in bringing the coalition together because of their lack of trust in the UNC, and they now believe Jack's accusation about a cabal in the PP that wants to get rid of him.

Had it not been for that, Kamla would have gotten rid of Jack when the FIFA scandal broke.

Even the COP is now trying to distance themselves so that they can be identified as a part of the PP Gov't, but not as a part of the UNC.

Manning and Panday has got to be the best seer men in T&T!

I am more than a little concerned about macco's assertions about a $5 BILLION unaccounted for fund in the Ministry of Works. Being a little familiar with how these things work I am sure that the Ministry of Finance did not just deposit $5billion in the Ministry of Works account--not Jack Warner's eh?--and then they proceeded to spend it willy nilly. Macco better be sure that she is not falling for the very same propaganda that was the undoing of Mr manning and so many others.

I am not falling for anything I am going on what was stated by the auditor general findings regarding the operations of PURE, from which the PM closed down the project to continue investigating the findings. Jack Warner and his crew seems to want everything to go on as normal even if a investigation is still going on, I really don't understand how anyone would disagree with the closing of this section until everything is cleared up.

Knowing Jack ever time I look at the news I see his dirty hands at work, all of a sudden we are back to burning tires, and blocking roads due to how bad roads are, I would bet my last dollar if PURE was still running, and money passing there would of not been a dam tire burnt.

I ent no Jack defender like the birdman eh!! BUT-- I still find this Auditor General Report kinda curious---like the geographical distribution of projects---is it possible that the projects are distributed where the demand for road works is and would the highway improvements be included in the projects--like Chaguanas, ST. Helena, Couva and the third lane on the north bound of the Uriah Butler Highway? or are those being funded elsewhere? and this ISO Certification? what is the big deal about that? have we not been doing roadworks to our standards for decades? and firms not per-qualified? where that come from? are there so many newbies on the block? doing this kind of work? who are they?

I THINK that the Ministry of Works has had a system whereby the road works have been pre-priced per metre for paving for example and a short list of firms are allocated work on some kind of formula which is why is either JUSAMCO, COOSAL, SEERERAM and a few miscellaneous smaller firms.

NOW--if Jack was cooking the thing in a mish mash of corruption---then--I agree he should have he throat buss--but --I also think that there is an inner UNC cabal calling shots and the Goddess has shown her Medusa like political fangs.
