How did Washington DC do it?

The District of Columbia’s decline mirrors a nationwide trend of falling rates in major American cities, but it’s nonetheless a stark drop for a city that had 479 homicides 20 years ago.
There were 108 homicides in 2011 as of Thursday, down from 132 at the same time last year, according to D.C. police department figures. The homicide rate hasn’t been this low since 1963, officials said, though the numbers have been steadily dropping over the past two decades.
In Trinidad and Tobago, we had a squad called ROPTF that had the violent gang members on the run. A little chupid reporter from the Express did a story with one set of "hearsay" from the people whose livelihood was impacted by the methodology of this task force, and before you knew it, the squad was disbanded.D.C. Police Chief Cathy Lanier credited the decline to the quick turnaround time in closing cases, which removes the killer from the street before he can kill again or himself be killed in retribution — a common problem in gang violence. She also touted the department’s work in targeting violent gang members and improved technology and use of social media that helps detectives analyze data and solve crimes.
Now, southeast Washington has the same stigma as Laventille. The difference is, Washington DC has a mature population who was willing to accept the fact that there were only a few little fools that were causing the problems in that area.In a separate interview, Mayor Vincent Gray attributed the drop in part to smarter community policing and to stronger leadership in the police districts that patrol the poorer, historically more violent neighborhoods of southeast Washington.
He also said he was encouraged that the D.C. police department, which has been struggling with severe attrition, will again be adding to the force through recruitment.
More importantly, and the politicians would not say this; the places that housed most of the violent crack dens, have been torn down, and replaced by new, well kept houses, townhouses, and apartment blocks.
Consequently, the white folks have moved back in the inner city from the suburbs. They call this gentrification.
Once the white folks came back, a number of things happened. Brighter lights were installed. Police patrols became more frequent. Washington DC lost its appeal to its gun control law before the Supreme Court.
White people ent moving to no place where they cannot bring their guns.
In Trinidad and Tobago, we could continue throwing three coins in a fountain like Gibbs, and wish that the murder rate come down. Or we could wish for mature politicians who will stop inciting an immature population that continues to blame the PNM or the PP for the escalation of crime. Or we could wish for a mature Prime Minister and Attorney General who would take all the "pips" when the murder rate drops, and spread all the blame to PNM and Gibbs, when the murder rate spikes.
