Two multi storey apartment buildings behind San Fernando Hill. People forget about those. A past government built it, spent millions and then it was deemed not approved. They were complete, yet still stand un-inhabited, why? because of "Housing Regulations"? I don't know.

I believe that Falcon was making fun of the highlighted word in the following part of your post:

You should have used cited instead of sighted. The word cited is used to praise someone or something in this case whereas sighted refers to seeing someone or something in the context in which it was used. So Cuba was cited by the UN for their work whereas you were sighted (or seen) going into the store to do some shopping.
