The God we speak of must be found in man. The God of Heaven will not descend on earth to take care of earthquakes, when He planted himself in man as intelligence to take care all of man's needs. God as love in man's heart also prompts man and inspires him to take care of himself and others in all situations of routine daily life and during disasters.
Natural disasters can also be called man-made, since man ignores that nature has a need for its own cleansing, preening and adjusting to the pressures of negative vibrations and other forms of lack of knowledge about nature. Human beings do not have to be buried and or die from natural disasters. God is tantamount to man's intelligence, always creating man's destiny in the context of the earth that supplies almost all of man's daily needs.
The Haitian zone of disaster is no stranger to annual hurricanes. The failure to respond quickly in the case of the Haitian and all other earthquakes is no excuse for the lack of quick and proper preparedness with minimum food, water, shelter, clothing, medical supplies, bull dozers and other earth-moving equipments.
The proper use of natural intelligence allows man for preparing himself for anticipating natural disasters. But man prefers to use his emotions for fighting each other, instead of using his intelligence for improving his environment for preparedness around natural disasters, ignoring that nature is always preening and cleansing itself and adjusting to the pressures imposed on it by man.
Nature is also believed to deal with itself, not much differently from man, as man cleanses himself daily and adjusts to the pressures of life. Nature's creatures, wind, water, fire, etc., are nature's instruments for cleansing itself. The earth is also considered by many as another life-form, deserving of proper love and care with the same worship and devotion given to all mothers.
While earthquakes are more difficult to anticipate, predict and prepare for, man has already developed some means to look for signs of the onset of earthquakes. Getting out of danger of falling buildings and debris from earthquakes, in time, is perhaps the only thing man can do in a hurry with this natural disaster. These instruments developed for predicting earthquakes and their studies need to be shared with all countries.
But bigger than anticipating signs of disasters, is man's intelligence to use lighter home-building material in disaster zones. New home-building material is one area that requires new and more research, particularly for preparing for natural disasters. The designs of homes in disaster zones must be studied at many levels. When one chooses to build homes in these disaster zones, and reside in and around them, government controls need to come into play, as well.
Hurricanes, tornados, earthquakes, tsunamis, floods, volcanoes, land slides, bush fires, etc., are well known to man and experienced repeatedly over time. Yet man ignores the signs and dangers of most natural disasters. He keeps on building homes out of material that can create hells for him or kill him in places where natural disasters are most likely to occur.
Nature, as a living being, may also suffer from man's ignorance of nature. Rivers, seas, lakes, etc., become dead when we fail to protect or ignore them, and as a result, man and the environment, too, suffer. As we sow, so we shall reap comes to mind.
Furthermore, man fills his home with heavy junk that can fall over him and kill him when he chooses to believe he is not living in a natural disaster zones. These disaster zones must be identified to the extent that they can, and people informed about them. In this context, man then is believed to create his own problems and he suffers the consequences of nature's bold cleansing of itself.
One of government's job is to prepare man for the danger's of residing in disaster zones, and get him to research new home building materials and means for self-protection when he chooses to reside in disaster zones. The lack of proper building codes for homes in disaster zones are the result of improper use of human intelligence, and can result in man-made disasters. In ancient times, the Japanese built home in the context of their natural disasters, and responded quickly and humanely to human suffering.
The building of temporary emergency shelters, long before natural disasters strike, are among some of the basic responsibilities of government, and for preparing all for anticipating them, and protecting all when disasters strike.
In the context described above, respective governments must bear some of the responsibilities for the stress and strains of natural disasters by their failure to respond quickly when disasters strilke.
