in the first extended exposure shot, how come the outer lights showed movement but the tower didnt? Ama?

I'm guessing it's kinda like when you try taking a shot of the moon with a tree in the foreground.... the tree comes out crystal clear yet you catch hell to get a sharp moon shot.... also speed of light is 3.0 x 10^8 m/s so is all about timing i dunno

I meant the lights on the tower, not the lightning.........
