Trade and Industry Minister Kenneth Valley has described his screening as the unopposed nominee for Diego Martin Central by the ruling's party's screening committee last Thursday was "a sham."
The PNM Diego Martin Central constituency executive was instructed by Prime Minister Patrick Manning, in his capacity as the party's political leader to find another nominee after Valley, the area's MP and PNM deputy political leader, was screened on Thursday.
His screening had been postponed for two weeks after he was referred to the PNM's disciplinary committee which eventually cleared him for screening.
"The screening was a sham and the question is whether my constituency does not have a legitimate right to have me as its candidate," Valley said in an interview with the Express yesterday.
He said that only the members of the PNM Diego Martin Central constituency executive asked him any questions during Thursday's screening as is allowed in the party's constitution.
"Not one member of the screening committee asked me any questions," Valley said .
He said the constituency executive's chairman said it only received Manning's instructions to find a new nominee yesterday morning, after reports on television on Saturday night and in the newspapers yesterday that he had been rejected by the committee.
"It seems the newspapers and the television stations were informed before the constituency," Valley said.
He said the constituency executive chairman told him that another of the PNM's deputy political leaders, Culture and Gender Affairs Minister Joan Yuille-Williams will be meeting them today at 6 pm.
Valley said he and his constituency held a church service yesterday morning and he "was at peace."
"When you see madness happening you try to see what is God's plan," he said.
Valley, the longstanding high profile PNM MP who has served twice as a Government Minister within the last 26 years said the controversy surrounding his screening would have repercussions beyond his constituency in the upcoming General Election.
"Somebody seems to have a desire to have the PNM lose the election and I would just stand by and watch. Of course, the party is not a man," Valley said.
He said he has not thrown in the towel and will continue to fight to become the PNM candidate for the Diego Martin Central for the sixth time.
"I will test all the processes of the party," Valley said.
He said the constituency executive had already informed him that they intend ed to again recommend him as its nominee for Diego Martin Central, despite Manning's instructions.
"As they have told me, they are going back with their candidate. It is up to the central executive. If the internal processes of the party will not work, the county will have to take note of what is happening," Valley said.
The ongoing controversy surrounding Valley's screening has led some to conclude that Manning just does not want him to contest the upcoming General Election.
On Friday, Manning said in response to a question from the Express that he had "no issue" with Valley and the issue merely involved an adherence to the PNM's screening process
"So at every stage there is an opportunity to do something different from what was done before," Manning said .
The PNM's constitution, however, gives the party's political leader a veto vote with regard to nominees recommended by any constituency executive.

A stand-off now exists between the People's National Movement (PNM) constituency executive for Diego Martin Central and the party's national leadership, over who should be its candidate for the upcoming general election.
The Diego Martin Central constituency executive remained defiant in its support for Trade and Industry Minister Kenneth Valley as the unopposed nominee for the constituency yesterday, after PNM deputy political leader Joan Yuille-Williams mandated them last evening to find a new nominee.
The meeting began at 6 p.m. at the PNM's Balisier House headquarters in Port of Spain and lasted less than half an hour.
It was originally supposed to take place at the PNM Diego Martin Central constituency office in Petit Valley, but the venue was changed at the last minute.
About 20 PNM Diego Martin Central members turned up at Balisier House to show their support for Valley as Yuille-Williams met with the constituency executive.
Yesterday's meeting has led to a postponement of today's screening for the Diego Martin Central constituency by the PNM screening committee, just four days before it is scheduled to launch its slate of candidates on Saturday.
"Well, they can't get it down for tomorrow because I told them today so it will take them a little time," Yuille-Williams told reporters after the meeting yesterday.
Yuille-Williams, a member of the PNM screening committee along with Valley, said she simply delivered its final decision to reject him as the nominee for Diego Martin Central.
The PNM screening committee is chaired by the party's political leader, Prime Minister Patrick Manning, who used his veto vote to instruct the constituency executive find a new nominee after Valley was screened last Thursday.
Valley's screening had been postponed for two weeks and yesterday he was quoted in this newspaper as saying that it was a sham and asserted his intentions to be the Diego Martin Central candidate for a sixth time.
"I was asked to inform the constituency that they were to continue their search," Yuille-Williams said.
When asked how the constituency executive members responded, she said, "Quite well. The chairman said thank you and I left."
Yuille-Williams said the constituency executive was "very cooperative" and was expected to return with their recommendation for a nominee "possibly Thursday".
The chairman of the Diego Martin Central constituency executive attorney Osbourne Charles offered no comment when he left Balisier House after the meeting, but constituency field officer Winston Ferguson said there was only one nominee for the constituency and that was Kenneth Valley.
"As long as the candidate Mr Ken Valley decides he will be the candidate Diego Martin Central stands firm with support," Ferguson said.
Ferguson also said that as far as he knows, Valley has not withdrawn his name and on Thursday the constituency executive plans to again recommend him as its only nominee.
Yuille-Williams was asked why Valley was rejected by the screening committee but she gave no details.
She also offered no comment on yesterday's Express report that former Miss Universe Wendy Fitzwilliam was being considered as a replacement for Valley.
Fitzwilliam's mother, Juditha, who is an active PNM member, was at Balisier House last evening as part of the team sent by the constituency executive to meet with Yuille-Williams.
A source in the Diego Martin Central constituency executive said that it would not be receptive to the national leadership of the party forcing it to support any nominee other than Valley.
"We are supporting Mr Valley," the source said.
The Express understands that the PNM screening committee is in favour of Robert Lee Hunte, chief executive officer of the Barbados National Bank, being the candidate. He was reportedly in Trinidad at the weekend.

There are those kind of people in the UNC-A as there are in the PNM. The question remains are they in the majority?

Jed, even as we speak PNM financiers are looking for a way to get rid of Patrick. The lobbying for his removal has already begun. There is quiet work to have the new Constitution defeated and for Rowley to again challenge Manning for the leadership. When Manning made the statement "if I lose I will take my jahagee bundle and go" this is what he was referring to.

Jed, even as we speak PNM financiers are looking for a way to get rid of Patrick. The lobbying for his removal has already begun. There is quiet work to have the new Constitution defeated and for Rowley to again challenge Manning for the leadership. When Manning made the statement "if I lose I will take my jahagee bundle and go" this is what he was referring to.
But they tried that in 1995 when the result was 17-17-2. They even offered to pay his legal costs, but he held off. Do you see things differently this time around?

Yeah I do, Manning has managed to pee off member of the Executive who were solidly in his corner and the biggest financiers of the PNM. With all certainty I can tell you, NO ONE in the PNM supports having an Executive President at this time and because of his dictatorial tendencies, NO ONE supports Manning having that position.

So if Valley joins another party or goes up independently they wouldn't vote for him?
Such a non-thinking mentality. Hope this mind-set is in the minority.

These were two perfect opportunities to rid the PNM of this albatross around its neck, I think they like it so.

"Mannin" instilled more fear to his opposition than I thought.. This reminds me of when Tim Gopeesingh in the Senate charged the government of incompetence and instructed them to hand power over to the UNC (dey had - A at de time boy? not too sure). Was hilarious though.
Valley calling the screening a sham when he sit down dey and was part of the process, happy to reject other candidates but cyah take it heself. :D

Actually, they did. But like Panday, he had staying power. And the fact is he didn't lose the elections. In 1995 it was 17 - 17 - 2 - technically a draw. That was the argument he mounted when Rowley mounted the challenge for the party. In 2000, it was 20 - 16, but the Court of Appeal declared that Gypsy and Chaitan were not eligible to contest, sending those 2 seats back to the poles, but by then Ramesh & Panday had destroyed the Government. So technically, Patrick never lost an election. He did lose Government though in 1995.

re-reading my post, I see I wrote "lost the government" in one line then "lost his second general election" in the other line.
I really mean "lost the Government" because all the semantics about weather he lost in 1995 and then again in 2000 is unimportant, the fact is he lost teh government both times.

I agree with you fully. It was a weak argument to justify holding on to the party. I personally would have liked to see Rowley succeed in 1996.

^^yep, and furthermore, Robinson should not have appopinted Manning PM in 2001 simply bec he had been unable to win an elections outright 3 times in a row (1995,2000 and 2001), and Panday should have stepped aside in 2002 when he lost also.
In my mind, Manning, Robinson and Panday have all failed TNT in thos regard.

Valley sat with Manning all of yesterday afternoon as part of PNM’s screening team.
Yesterday, Manning said if the screening team had asked the executive to continue their search then “it means we have already ruled out those who have come before.”
Talk about salt rubbin in yuh wounds, imagine Valley had to sit with Manning for a whole day on the same screening committee that reject him. :D

Yeah, but is dopey who say leh Robbie decide. He should have said that I am the incumbent and I prepared to form de Government. He also forgot that he shafted Robbie the year before over the losers that he wanted to appoint to the Senate. Remember there was a big stand-off between the Pres. & de PM over de issue, and because the Pres. is just a figure-head, Robbie had to back down and appoint dem. Do you think anybody in their right mind would have trusted a person that they just shafted to make a decision like that. I was not at all surprised.

DIEGO MARTIN Central MP Ken Valley, in a strongly-worded letter to his political leader Prime Minister Patrick Manning, has called on the PM to accept his endorsement by PNM’s screening committee and stop imposing his bias against his selection as the party’s candidate for the seat in the November 5 general election.
Valley, the incumbent PNM parliamentary representative for Diego Martin Central, was rejected as the candidate after he was screened on September 27.
On Thursday, a new nominee—Dr Amery Browne, head of the National Aids Co-ordinating Council—was screened at Balisier House.
The issue of Diego Martin Central was expected to be resolved yesterday, ahead of today’s presentation of candidates by the ruling PNM at Woodford Square, Port-of-Spain.
“In the circumstances, I respectfully call upon you as political leader to accept, in this particular instance, the recommendation of the screening committee and not to seek to impose your stated predisposition against my selection,” Valley stated.
“In doing so, you shall be seen to be acting in accordance with the highest democratic principles in giving effect to the wishes of the constituency.”
Valley, in the letter sent to Manning on Thursday, said despite him having his candidacy endorsed by the screening committee, a new nomination was requested.
“I now fear that your negative predisposition to me, arising out of your stated intention to cause me to be disciplined, will likely operate to prejudice the selection process as predescribed by the constitution unfairly,” he said.
“Further, it has become apparent that this negative predisposition has already operated to my detriment in that you, as political leader, rejected my nomination notwithstanding the fact that I received the support of the vast majority of members of the selection committee and the unopposed nomination from my constituency executive,” Valley added.
He has asked that Manning respond to him before a final decision was taken on the candidacy issue, adding that if one was not forthcoming, he would take the issue up with the party’s general council.
He has also asked that any final decision be deferred, pending a resolution of the issue and the general council’s interpretation of Article 23 of the PNM’s constitution.
Article 23
“Whether under the constitution the political leader ought, in circumstances where he has demonstrated a negative predisposition with respect to a nominee, be obliged in the interest of fairness and in accordance with Article 2 (10) thereof, to accept the recommendation of the majority of the members of the screening committee with respect to that nominee and to act in accordance with that recommendation.”
