I hope the list below passes snowbird's test of criteria for the call for all citizens of T&T to be protected at all costs.

In some countries it may not be a constitutional right to be protected by the Government. In the US, however, citizens have the right to protect themselves with arms as a way of supplementing government protective services.

The prosperity, standard of living, and the upward mobility of all is also built on the premise that a well founded, dependable, trustworthy, and well-run protective service of which all can be immensely proud is essential for the development of a nation.

Protective services also ensures the opportunity for all to make a decent living and the pursuit of prosperity and happiness, based on the freedom to pursue a career, undisturbed from fears of harm in the work place and in the community as well as freedom from emotional wear and tear due to the lack of effective and caring protective services.

Here is a list of reasons for protective services, as I see it. It can be seen as overkill, although it may not be an exhaustive list by any means. It may be repetitive in some areas. It only reflects some thoughts as I ventured to enumerate them at the request of snowbird. It is by no means a well thought out list, but it could serve as a beginning for a more complete one, and as stimuli for more discussion on the subject.

1) A share of all the taxes of all citizens are allocated for serving and protecting all communities to the extent that protective services can be a cooperative effort between the government and citizens.

2) Citizens depend on, and pay for the advertisement of the message "we protect and serve," and there must be built-in accountability, if such a public service is to be trustworthy.

3) It is incumbent on government to fix a problem when it can be identified as such, and when there is also an impediment to truly serving and protecting.

4) The Police and other protective services must seek input from citizens as part of the un-written understanding of protecting and serving that exists between government and citizens.

5) Serving and protecting as currently advertised in T&T can be perceived as an untruth, and it needs to be corrected if it is to continue promoting credibility and trust in government services.

6) It is also a police function to organize and work with every community for promoting a trusting working relationship between the citizens and the police for ensuring the effectiveness of protective services.

7) Regular accountability and feed back to the police and other protective services, initiated by citizens of the nation establishes a contract for serving and protecting, and puts an obligation on both parties for the improvement of all protective services. There must be access to higher authorities of appeal, if such cooperation is to become effective and meaningful.

8) Every citizen and every service provider is a very important link in the chain of progress of a nation, and must be connected to public and private protection as conditions demand.

9) Gone are the days when a person can be treated as having no importance in the services being provided by any institution or agency of service. Consideration of their protection goes hand in hand with production and progress.

10) No one can be dismissed as having no importance in the link or chain of services of any nation, and they are part of the overall planning for job security and protection in the work place.

11) Even the person in jail can be an important link in the services of a nation. They, too, need protection from excessive aggression, and they, in some instances it may be an irony that they may be the ones receiving the most and best protection in some well run jails.

12) Serving and protecting is an expertise that comes about out of the hard work of the average family that prepares, educates and motivates children for becoming public servants.

13) Protective services is not a free service by the government. These institutions provide a great place where the nation can display and advertise pride, loyalty, morality and dedication to country and service, as both duty and patriotism.

14) Parents need to be singled out and recognized/rewarded for their labor in motivating children to serve and protect the nation. A patient, well trained and efficient police force or protective service is all the security a nation needs.

15) Every premature death of a citizen through failure to serve and protect is a waste of manpower, training and education and other valued resources of a nation that goes into the investment of the manpower of the nation.

16) Each citizen contributes to the education, well being and energies of each other, one way or another. Taxes and volunteer support services provide each of us an opportunity to serve our nation, and do our part in oiling the wheels that drive our nation.

17) Nothing is ever done for free. One way or another, each one of us is paying for the welfare of another, and we need to develop a system of accountability to the extent that it is not an encumbrance on citizens and the government.

18) All the inputs we make in motivating each other by our accomplishments are often not recognized, but each one of us benefits by the development of knowledge and skills into the chain of services which the nation enjoys through good protection from harm in the community and even workplace.

19) It is not only taxes that enable support and development of education and skills of youths, but much more, and for which all of can be proud. A single disruption due to lack of protective services in the process is a drain on the economy of the nation.

20) The energies expended by all in watching a single unprotected citizen cannot be measured only in terms of money. Every kidnapping and aggressive altercation involve an enormous amount of emotional energy and resources, and much waste of manpower. It can be a drain on the resources of each individual and group in the nation.

21) When we measure the human energy losses, and translate them into manpower losses, we come to realize the burden of inefficient work and protection for which the nation pays each and every day, resources that can be used more productively.

22) When the full protection of the law is not received, the workplace becomes a waste-land, filled with anxiety of one kind or another, with enormous depletion of the power of concentration to meet goals. It creates a culture of fear in the community and the work place and results in huge losses of work-time and energy, not to mention emotional wear and tear on children and families.

23) The management of manpower systems of every nation involves huge sums of money for its efficient use. Manpower is not something to waste, but to cherish and preserve for the overall good of the nation.

24) Employers invest huge sums of money in training, continuing education and improvements of work skills for the advancement of efficiency and increased production. Protective services add to the security of such investments.

25) Everyone profits when a nation is working at optimal production levels which increase standards of living. Protective services are essential for increase or higher levels of production.

26) Protective services must not only be a model for protection, law, order and discipline, but also the recipient of respect from the public if all in the nation is to prosper. Respect must be taught as incentives on a daily basis, inside and outside all workplace.

27) The recruitment of police officers must be objective, free from politics and racial prejudices, and must constitute a model in the recruitment process of protective services personnel.

28) Visible outreach by the police establishes a level of trust between the community and the police, and it can be some of what is required for a well functioning protective service.

29) Sensitivity to the range of cultural practices of communities go a long way in building trust in protective services. It needs well trained officers, with a good understanding of the law, human frailties, strengths and weaknesses, and of course common sense, above all else.

30) The selection of police officers must involve a highly efficient screening process for eliminating favoritism and cronyism, and bringing a blend of personnel that represents a racial mix of the community being served. The rotation of protective services from community to community minimizes temptations for corruption. It is a must in providing major investments in the security of a nation. It minimizes the risks of corruption by ordinary citizens.

31) Under-cover protective services is also needed for minimizing the recruitment of drug dealers, pushers, users, etc., which often generate fear and insecurity in communities and often become multipliers of crime in the nation.

32) The tourist trade and industry which creates enormous ancillary job opportunities are curtailed in its growth because of poor police protection and security. Every new job created ensures the nation of a higher standard of living and an opportunity for more progress in the nation.

33) The expenditure of funds for the purchase of private security services, as ancillary law and order services stretches the financial resources of many employers.

34) Savings from the elimination of duplicate protective services can be invested in training and education, thereby resulting in better paid jobs that result in higher salaries and a higher standards of living for many.

An efficient police is only one factor that ensures moving a nation from third world to first world status in 2020. It is an honor to be named a first world country that thrives on the principle of freedom from fear in order to prosper and meet the higher needs of its citizens.

It is believed that first world nationhood is measured in terms of development via working systems that reflect the prosperity of a nation.

Freedom, rights, duties, security, job opportunities, ease of movement, lack of fear, industrialization, ease of communication, attraction of investments, import and export levels, food production, educational systems, efficient justice systems and other opportunities for the full and ongoing development in every area of life makes a nation free from fear and exploitation of citizens.

Efficient services to one is a quality service to all. Each one benefits in a variety of ways from efficiency and care of the other. The Police is no exception. We look to the Police as the guardian of our laws, and the front door for entry in seeking justice and bringing wrongs doings to their proper avenues for redress. All must learn to respect and value the protective services of the nation when they are working at optimum levels.

Ahhh I get yuh; this is in response to that other thread and my response to your post, sorry, my memory is good but short

..... Very impressive, sensible and comprehensive list of reasons why capital punishment should not be used.
Now if only someone could come up with as comprehensive a list of reasons why the citizens of a country should be protected at all costs.........

Very good list and just as comprehensive; now if only we can get everyone to agree that this is the way things should work in an 'ideal society'
