The Downtown Owners and Merchants’ Association (DOMA) is welcoming the Government’s decision to enlist the services of 200-odd Defence Force volunteers to assist in the fight against crime during the Christmas to Carnival period.
“The visibility of law enforcement has always been a deterrent to crime and the plan is in keeping with the belief that visibility will protect citizens from lawless individuals,” Doma president Gregory Aboud said yesterday, during a telephone interview.
The Ministry of National Security had announced the initiative in a statement on Thursday, after the weekly Cabinet meeting.
The venture, which takes effect from today, is expected to run over a 70-day period at an estimated to cost $4.9 million.
“Carnival follows Christmas very quickly this year and the two seasons are of great importance to the country and deserve heightened vigilance,” Aboud said.
The ministry said in a release that the security implementation programme would also see increased military support to the Police Service, heightened strategic patrolling at malls, major shopping areas, beaches, entertainment centres and other high risk areas.
The reserves, it said, are expected to carry out normal functions performed by regular members of the Defence Force.
This, the statement added, was intended to free up the latter to participate in heightened joint patrols with the police when needed.
In the past, increased patrols of uniformed personnel have served as a deterrent to certain crimes, the ministry said in the release.
Members of the T&T Defence Force Reserves were previously called out to assist the police and the Defence Force in anti-crime operations in Morvant/Laventille in 2003, and again in 2007 during the Cricket World Cup.
Patrick Manning and Martin Joseph again prove that they put the welfare of 'visitors' above those of the residents of Trinidad and Tobago. In a country riddled by crime the only time security is ever given a second thought is when an influx of visitors are expected.
This 70 day plan is as asinine as the 'Vision 2020'; base on the concerns aired during the election campaign Manning should be making an announcement that until crime is down to Zero (not an acceptable level which by the way is an oxymoron) that he is engaging the army in the fight against crime.]

The welfare of visitors from the country side coming to town for shopping and the Visitors at this time "bird of snow " happens to be TNT people and their friends who reside abroad and are home for Christmas brining their friends and co-workers and in laws and chidren born over seas home to TNT for Christmas and the Emperor is looking out for them as he is for all of us who live here so please,get a grip!
The World Cup Cricket was hosted here did you see any reports of visitors being robbed ? Or mysteriously dying like in Jamaica ?
Or Disappering without a trace like in Aruba ?
Carnival last year with millions of people here ...did you see any reports of visitors killed and robbed ?
It seems to me that any effort made by the Government to fight crime and secure the country is met with idiotic and senseless responses by some of you who cannot help but to " splurge " on your favourite " food " degrade and put down the efforts of the TNT people and their chosen Government.
Do you have any solutions except running your mouth against the efforts of the Government >
If you do not then please, have a heart and speak to law enforcemnet officials wherever you are and get some ideas and post them or go to the government's ideas and slice and dice them and expose its flaws until then ,please, go quietly to your bed ( are you sleeping on the floor tonight ?) ,say a prayer and sleep because if you lived in TNT you will have seen that the place is PACKED with people doing they last minute Chritsmas shopping and drinking they scotch and coconut water by the road in the clubs and pubs and every where people are enjoying TNT and music is everywhere in the city and the Mecca and on High Street Princess town and Sanfernando and police ( plain clothes and uniform ) soldiers are everywhere and crimnals have real reason to fear because the police eh playing is lead in the waist if they resist arrest.
We will have the best Christmas ever and the Murder rate eh go ever stop that!

To the Moderators I do not always agree with your thread locks and warnings but one must have order and nevertheless we are making some progress towards a more intelligent and respectful attitude on the FORUM and I wish you all a merry Christmas and I have to go run last minute errands because at this time" the boss" have ORDERED to get off the "Blinking Computer " go to the store and get the things you and your " lazy behind sons " should of get since this morning but all yuh only sit down drinking and arguing politics and sports and you on the computer...ah go shut it down just now you hear!"

I kinda agree with SB but all i can say is give them a chance to start it and see if it go work, then work out the kinks and problems that arise out of these 70 days and then put a proper long term plan into place in which they learned from mistakes made during the 70 days.
baby steps first SB then major ones...not even Rome was built in a day and even God took 6 days and rested on the 7th.

That's exactly the point I was trying to make; until the crime situation is under control my feeling is that the Minister and the PM should make it a 365 day (or perhaps a two year, three year, however long it takes) effort; anyway, as all agree, this is a topic for another time, so for now.........

THIS IS NOTHING NEW. This has been done for the past three years. Last year carnival the police was out in full FORCE, and some army pesonnel. They suprised revellers who arrived at citygate, by searching them. SEVERAL WEAPONS WERE CONFISCATED AND CHARGES FILED. This year they stopped all vehicles at the FLYOVER, and search the occupants. NO WEAPONS WERE FOUND THIS TIME AROUND. DANCERBOY

Strange. While much remains to be done, one would expect more foot patrols to be a welcome measure since one major complaint people always have is lack of law enforcement presence. Damned if you do and damned if you don't. Give credit where credit is due nah. I for one have witnessed a marked increase in police visibility and activity. If they want to bring out the defense force as well for the season then great; we need the additional manpower.
Why not criticize where needs criticism - for instance how police need more equipment than just new cars to do their job.
Strange.

Because the topic at hand is the 70 Day Security Plan not the ongoing need of the Police Department (that too is a topic we can start).
Why do I think the 'plan' is asinine?
Well for one, the crime problem has been building for years; shouldn't the government be prepared to spend as many years going head to head with the criminals in order to stem the tide.
Also, does it make sense to announce to criminals the period that law enforcement will be ramped up to go after them? What do you think is going to happen? If I were a 'self respecting criminal' I would simply lay low until this 'security period' is over, then it's back to business as usual.
My opinion is that all this plan will do is force criminals to take a hiatus; until a new permanent policy is put in place (and yes that does include retro-fitting the police department both with equipment and manpower) the 70 day plan won't change things permanently.
Because the topic at hand is the 70 Day Security Plan not the ongoing need of the Police Department (that too is a topic we can start).
Ironic, then, that you're going off on a tangent on another topic as well.

To me, it's like announcing where the cops are going to be 'timing' on the road, the speeding drivers will simply slow down as they approach that stretch, once they pass them, they're off again...... Exactly, that's why I say the 70 day plan is a joke; you and I both know that the true crime problem in T&T has less to do with those 'aggressive unducated little boys' killing off each other, and everything to do with the 'organized crime' who have woven themselves into the very fabric of T&T society.
This 70 day plan is nothing more than window dressing, giving the 'thugs' a sense that they are being watched (so they will ease up a bit), and giving the population a false sense of security that something is being done so that they feel free to go about their lives a little safter than before; but once that 70 period is over, everything just reverts back to the way it was; what Trinidad needs is to launch an unlimited allout attack on crime, declare war on the thugs, as well as the Mr. Bigs, on the common criminal as well as the sophisticated organizer, put them all under notice that the plan is to shut them down; that is when you bring in your army, you police, even foreign help if you have to, and you stick to it for as many years as it will take to clean things up.

It's what I always say: Plenty of this exaggerated whining is just expats tryin to validate their decision to leave.
If I ever got disgusted enough with Trinidad to migrate, I wouldn't turn back. And validation would come in the form of happily and aggressively exploiting all the foreign opportunities I left to pursue in the first place. There are just too many cool things to do in the States, Canada and the UK to spend hours a day on a TT Forum baying at the moon.

It has been a violent start to the new year in many Canadian cities.
The killing of a teenage girl and a pregnant woman are two of the homicides police are investigating just a few days into 2008.
In Toronto, a 14-year-old girl was stabbed to death on New Year's Day. A 17-year-old boy and 15-year-old girl have been charged with her death.

Update on LA's First Murder of 2008
Yesterday, there were not many details about a "freshly-shot" body found at the Glendale-based Forest Lawn cemetery (as opposed to the Griffith Park location). As more details came out, we learn the shooting was likely gang related and that the murder happened within the city limits of Los Angeles, not Glendale.
Jason Grey, 29, was visiting the cemetery for unknown reasons when he was shot multiple times in the upper and lower body around 12:40 p.m. yesterday. The LA Times reports a suspect was seen leaving the scene of the crime.
The 300-acre cemetery, at 1712 S. Glendale Ave., is a popular tourist destination because many celebrities are buried there (Hello, Walt Disney and Humphrey Bogart). Harry, I can't speak for other expats, but I can certainly tell you that in my case even though murders are taking place in Canada, I have some sense of securtity in the fact that for the most part, per capita, it is no where near the volume that it is in T&T; also, when we do have heinous crime, the detection and prosecution rate is quite high.
The other thing I will say is that at no time have I ever seen 'murder at an all time high' yet the government and the police continually tell the residents that crime is 'not that bad', or 'crime is at an acceptable level', or 'there is nothing we can do about it', or that 'they have it under control so go about your daily business'.
What I do see is that when there is a crime spree (gang related in certain parts of major cities), the police, community leaders (real leaders not gangsters :) ) and the politicians get together to work on the problem. Yes, crime is probably a reality of life, however there is some satisfaction in knowing that our leaders are always tackling it and this work is ongoing; not simply implementing 70 day plans for the benefit of visitors.

SB I doh know why u need to justify where you live to a simpleton. Trinidad and Tobago's combined population is still smaller than any state or city in America and yet we have 385 murders? No accountability from the government or head of police...and the citizens talking up in dey arse about hang them high and beat them wid lead filled pipes or the other set have their heads so far up their own arses that they disregarding crime is even a major problem for such a small country.
For all the people that quick to bad mouth foreign countries I hope all yuh get hobbies this new year or just simply go review yuh facts better.
I honestly don't know about the rest of the world and quite frankly nor do I care. I live in the UK and I was born and bred in Trinidad with family and friends still residing there so those are my concerns.

The police eh perfect here either but they dedicatated to doing their jobs no matter what and they not even allowed guns like Trini policemen. My life here is crap compared to home eh...here ah have affordable housing, transportation that by these locals standards is substandard (little do they know how lucky they are) and my health care free and I guaranteed not to die "on the way to the hospital" which is a line they should put in the tourist board slogan advertising Trinidad.
Yes I realll catching my nen nen here in a country where my salary is about 400% more than I would have gotten back home and I get benefits galore for working. I should be on the people frown thread saying this eh cause I realllllll bad lucky living here. :D

National Security Minister Martin Joseph says anti-crime initiatives which were implemented failed to work.
As a result, the Government was now conducting an extensive review of those measures, he said.
Joseph was speaking at a news conference—which lasted no more than seven minutes—at the Ministry of National Security, Abercromby Street, Temple Court Building, Port-of-Spain, yesterday.
“Clearly, some of the measures which were implemented did not work...Government is currently conducting an extensive review of all measures put in place,” he said.
He said the Homicide Prevention Working Group, the Homicide Bureau of Investigations, the Repeat Offenders’ Programme, and the Inter-Agency Task Force were established to deal specifically with gang-related crime.
But they “clearly did not work and as a result those measures are being reviewed,” Joseph added.
Commenting about the murder toll for 2007— seven up to late yesterday—Joseph said the Government had projected a ten per cent reduction in homicides, but “that was not the case.”
Joseph said according to statistics provided by the police, the number of murders reported for 2007 was 388— a five per cent increase over 2006— which he said was 371.
“The bulk of homicides was gang-related,” he said.
It was the highest number of murders recorded to date, Joseph added.
Crime debate at first Parliament sitting
Joseph said after spending “a substantial amount of time” on the matter, it was the Government’s intention to pilot a motion at the first sitting of Parliament on Monday, to debate the issue of crime fully and comprehensively.
He said the issue was of tremendous concern to everyone in T&T and as such, the Government intended to provide the Parliament, and by extension the public, with “a full understanding of all measures that were being put in place to address crime, the challenges we are facing and how we propose to treat with these challenges.”
Not in a position to answer
When asked if he had been privy to information stemming out of the discussions held by community leaders from the East-West-Corridor last year at Crowne Plaza, Joseph replied no.
When posed with two other questions relating to gang violence, he said: “Unfortunately, I am not in a position to respond some of these specific matters...I am not in a position.”
He did respond, however, to the question of people who were in receipt of the Government-funded contracts being involved in criminal activities.
“We hear that, but we do not have the evidence to show that persons who are in receipt of Government contracts are directly involved in some of the criminal activities, ” he said.
“What I can assure you is that come Monday, we will be in a position to indicate what the Government intends to do.
“We will review the measures that we have put in place and the extent of which those measures have not worked and the extent to which we can expect new initiatives.”

Can you explain to me how, after over 40 years of so called "African" government in this "super rich" country, this can be the case? Why are we ending up in a country where the few (and be sure the few includes quite a few so-called "Africans", but I don't see too many Philipinos there...) sip cocktails behind razor wire and 24hr armed response whilst the rest of us are happily killing each other out, arguing all the while whether the straight haired or curly haired are the most aggrieved or the most to blame?

You are quite wrong there about they " sipping cocktails behind razor wire" they sip cocktails quite freely and openly at Hilton,Tony Romas,Chagville,The coubtry Club,TGIF,on the beaches,Salybia,throughtour downtown sanfernando and Port of Spain and in the Mecca etc and of course the Malls and their huge homes and some Platial estates and all over Tobago.
It has not been " Forty years " of African Government because you seem to quietly exclude all the Indians and the few whites which were in the PNM Government and how extremely wealthy they became whereas you cannot really point to one single wealthy African who was a member of the PNM Government who is really wealthy and got their wealth via being a PNM Minister on the contrary you could point to several broke backside Africans who was in government!
Karl Hudson Phillips was ( not like Motilal Monan and then though) well off before he became Attorney general because of his successful law pratice ...is Chambers rich ? Hedgewedge Bereaux ? I understand your point of view, but my point is the following.
In spite of the presence of many dedicated individuals within the ranks of the PNM, who truly have the fate of the nation at heart, we have failed to uplift "the masses" and in particular "the African masses". In fact we have performed so poorly that 40 years down the line many "African" communities are self destructing, as evidenced by the runaway murder rate.
You are quite right that all the rich are not behind razor wire all the time yet, (although the truly rich are and only move with security when they need to leave their regular stomping grounds). This is because the terrible crime statistics only tell part of the story: as you have pointed out, large areas of Trinidad seem to be relatively safe, and not everyone is afraid of walking down the road: the crime is still mostly concentrated in certain areas. Therefore simply stating that the murder rate is right now about 60 times higher than in the UK is true, but misleading. We do not have constant violence in Westmoorings, Maraval, Gulf View or Bel Air, although the "spillover effect" is increasing. But if you were to look at the casualty rates within deprived and mostly African areas, we are talking numbers that indicate a state of war. There can be no argument that the 40 years since independence have severely failed the people there, yet it is with the vote from these areas that the PNM is returned to power time after time. Why? Well as you explain, there is a widespread belief that if "the Indians" get into power things will get even worse, ie the crumbs from the PNM government (URP, CEPEP, etc...) will stop, and given the treatment they get from an "African controlled" police, well just imagine what it would be like with an "Indian controlled" police. Since the only alternative to the PNM is "the Indians", well there is no alternative...
The money behind the UNC has traditionally been Indian (although Jack Warner financed most of the campaign this time round). But the big money behind the PNM is mostly white (local and foreign) and syrian (don't get me wrong, I am not saying that all whites and syrians finance the PNM, most do not, and whites on the whole are more involved in trying to help the disinfranchised than any other group, and are probably on the whole more true TnT Republicans as you call them, than any other group). The economic interest behind the PNM is therefore white/mostly legal and syrian/mostly illegal. This is why in this period of unprecedented growth, the few benefit and the many do not. It is the old "divide and rule" strategy - as long as the "Indian scarecrow" can be hauled out at each election, nothing changes. The African caretakers are allowed to spend a few pennies on themselves and their friends, but real change will never take place. Until the administration is willing to dislodge the true criminals, the crime situation will not improve... Panday and Ramesh are therefore the PNM financier's best friends - this is why they are always ultimately allowed to walk free...
We have this paradox which perplexes the outside observer: an administration which has consistently and demonstrably failed the majority of its citizens is returned to power again and again without the need for electoral fraud.
Because of the dynamics you rightly describe, the only hope is a "non-indian" opposition. The COP did relatively well considering it was still "mostly indian". The "Indians" (well the "educated Indians" - remember the "knife and fork" jokes?) have demonstrated that they were willing to leave the UNC in large numbers and vote for "non-Indians". The COP has also demonstrated that a new political formation could attract enough financial support to mount a decent campaign. But the COP was still too UNCish and too "Indian" for most "Africans". Panday understood this and promised the earth to the little "non-indian" parties so they would join the "Alliance" and not the COP.
Only political will will solve the crime situation. There is no political will to solve crime within the PNM or the UNC. The COP is extinct it seems. Time to start something new, having learnt the lessons from the past...

As it stands right now, even though murders and kidnappings has quadrupled, Capital Punishment is no longer in effect. The last hanging you had was back in the day of Dole Chadee; since then you've been warehousing the scum of society; some of those criminals probably have more friends and relatives on the inside than the outside; they probably throw a 'Welcome Home' Party every time one of their own joins them in the lock up. :roll:

IT is a rarity, almost ancient in fact, to hear of someone compliment a police officer these days or learn of a policeman who has gone beyond the call of his duty.
But thanks to one constable, Gilmore Thomas of the Toco police, one tourist, Chris Maziarski, who flew more than 4,000 kilometres to our shores, will be able to boast about this country and the "polite" police officer who helped him
The Canadian, who has journeyed to more than half a dozen countries including Europe, said he has never met "such an exemplary policeman in all my travels".
Thomas was on duty at the Toco Police Station on January 9 and changed Maziarski's flat tyre without even being asked.
Maziarski, 60, said he was touched by the officer's "gentleman conduct", more so because of the reason why the Ottawa resident came to Trinidad 42 years after first touching our shores.
In 1966, Maziarski came here to attend a two-week international Cadet Force Camp at Galera Road, Toco, on the site of an old American air strip built during the World War II.
"I came here to see how the country has progressed since then and I am impressed. Thought I would go up to Galera Road and check out the old air strip and I also made friends with the police sergeant then so I felt going to Toco would be nice," Maziarski said.
"Off course its all overgrown now and back then the station was one little office, a cell and a stable for a horse. I see now a spanking brand new station has been built. But Mr Thomas's kindness is what I will remember."
Maziarski said he pulled up at in the station yard only to be told by Thomas he had a flat.
The tourist said he took out his jack and without a blink, Thomas took it from him, jacked up the car, took out and spare and changed the tyre.
"Its even a bigger deal for me as I have a bad knee and a hernia that has not healed properly," Maziarski said.
Thomas then gave his guest a tour of the new station.
"Exemplary, kind, courteous and professional, that is what Mr Gilmore Thomas is. He is an example to policemen all over the world. Back in Canada you'll never hear a cop helping someone like that. If more police around the world could be like Mr Thomas then it would be a better place."
A modest Thomas said yesterday that he was just doing his part to "foster a better relationship between the Police Service and civilians, both local and foreign."

Therein lies the problem; And many wonder why there are problems in the Political Sector, the Education Sector, the Legal Sector, the Medical Sector, and many other 'so called' Professional sectors. I say 'so called' because I for one believe that professionalism is all about attitude or mentality, not about title or qualification
It is very sad, but it would appear that some Trinidadians have gotten so far off track without a proper value system that it's hard to imagine that they could ever get back on track :roll: .
